In 1839, W.B.A. Ramsey won the city's first popular mayoral election by a single vote, illustrating how strong these divisions had become. In 1849, William G. "Parson" Brownlow moved his radical Whig newspaper, the Whig, to Knoxville. Brownlow's editorial style, which often involved vicious personal attacks, intensified the already-sharp political divisions within the city. In 1857, he quarreled with the pro-Secession Southern Citizen and its publishers, Knoxville businessman William G.
