==== Agriculture and land ==== Liu Wenhui's agricultural policy put much emphasis on wage laborers working under state-owned enterprises, a marked departure from Zhao Erfeng's more explicitly colonialist model of settlers working on state-owned land. In 1939, the Agriculture Improvement Institute was formed and embarked on a variety of projects across Xikang, including fertilizer plants, ranches, farms, plantations, and sericulture. In addition, the Institute installed weather monitoring stations across the province. Due to a lack of resources, none of these projects were particularly successful, save for perhaps the farm at Taining which was 2.5 million mu in area and remained in existence as of 2021. Although Liu maintained the Zhao-era policy that all wasteland or non-cultivated areas (huang) were state-owned, in practice state farms ended up renting even huang areas from landowners.
